I looked for any events about anime in July, but I could not find.

I think one of ideas is going to Akihabara, there ara so anime shops in there.

The other is going to the Ghibli Museum which shows Miyazaki anime. It is one of the famous anime in Japan. Miyazaki is well-known animated movie director. In Japan, there are a musium, whichi is the Ghibli Museum. You can feel his movie.

the Ghibli Museum

If you can chenge your plan from July to August , you can take them the Comic Market, which is the biggest events about anime in Japan. It's held it in July.

In March of each year there is the International Anime Fair in Tokyo. We went this past year, and it was out of this world. More than 100,000 people attend.

These guys normally have travel packages based on what you are looking for: However it looks like they have gone on temporary hiatus.

I'm looking at the jtb tours as well to see if they have much anime /manga related that might help you out as well.

is the only one i found there.

Knowing that Akihabara is the heart of anime/manga culture in Japan, I found this site as well that may be of interest:

I have never heard of such a package, and even if there were it may not suit their tastes. I would suggest you're better off doing some research and making your own trip based on what you are interested in (For instance, what kind of anime? There are a million different types. What genre and artists are they interested in? etc.) and what you'd like to see (stores? theme parks? arcade game centers?). I recommend the book The Rough Guide to Japan as a good place to start.

Making friends online who are living in Japan and have the same interest would be another good idea. They can help you out with where to go and what to see.
