hmmm.. you cannot drink in the USA legally. I’d suggest you two head for Vancouver. It’s legal to drink & smoke at 19 over there. The budget of 500-1000 should be plenty for a roadtrip or flight for two. As a tourist, there are some things to do and see while the two of you are up there.

Carnival Cruise. $1500 for the both of you and it is AWESOME. great drinks and food. Awesome excursions like swiming with sting rays and stuff. Great shows, great music. Pools and great destinations. My hubby and I took one for our honeymoon back in 05. We were your age then and we had a blast! Do it through a traval agent so you get better deals!

I would pick a fun place where you two can be alone and not alot of tourists. Any way you go, book your flight and hotel in the same purchase. I did this recently and both togther was cheaper than the flight alone…wierd right? I would go to a beach somewhere
